The Emergency Services Cooperative Ontario (ESCO) is a shared-services technology cooperative led by the Waterloo Regional Police Service and supported by five core police partners.

ESCO is dedicated to advancing public safety through secure, efficient, and innovative tools and applications designed specifically for police, fire, and emergency services. Our not-for-profit mission is to ensure first responders have access to timely, reliable, and cost-effective technology that enhances their ability to protect and serve their communities. By leveraging collaborative solutions and shared resources, we help our members reduce costs, improve interoperability, and adopt state-of-the-art systems that keep pace with modern challenges. From streamlining communication and data management to supporting critical field operations, ESCO empowers agencies to sustainably deliver the highest standards of safety, service, and accountability for the public they serve.
